Gentlemen,

1. I have the honour to address you with reference to the letter of complaint, received in July 1906 from His Excellency the Governor of Hong Kong concerning the Wrought Iron rising Main to the Peak Service Reservoir.

2. The second period of paragraph 2 of His Excellency's letter No. 153, dated 15th June 1906, addressed to the Right Honourable the Secretary of State for the Colonies, embodies in general terms the nature of the Complaint; the words are "This main was laid in 1904 and brought into use last year; but great trouble has been experienced with it, some of the pipes sweating freely, whilst others have burst from time to time."

3. An Indent for new pipes to replace the whole of the main now laid, accompanied the above-quoted letter; and the Indent, viz. for 5* and 6* tubing is now being executed by Messrs Stewarts & Lloyds, Limited, Glasgow, in mild steel, 3/8" thick.
